Introduction to APSC and CCE Exam


The APSC CCE or Assam Public Service Commission, Common Competitive Examination is a highly competitive examination conducted by the APSC in Assam. It is often considered one of the most prestigious and challenging competitive exams in the state. The APSC CCE is the gateway to a career in the Assam Civil Services, which includes various positions such as Assam Civil Service (Jr. Grade), Assam Land & Revenue Service (Jr. Grade), Assam Police Service (Jr. Grade), Superintendent of Taxes, District Transport Officer, Inspector of Taxes etc.


Candidates who are interested in appearing for the APSC examination are first required to check the APSC eligibility criteria. But it should be noted that the eligibility criteria are different for different posts. So, candidates can check the eligibility criteria on the official website of APSC. The details with respect to the Exam Cycle, Process and Procedure or Notifications are released by the Assam Public Service Commission only, on its official website. The APSC CCE, Assam Public Service Commission, Common Competitive Examination is conducted in three stages - PRELIMS, MAINS, and INTERVIEW.


1.Preliminary Examination (Prelims): 

It consists of two papers - General Studies (GS) Paper-I and General Studies Paper-II (Civil Services Aptitude Test or CSAT). The preliminary examination will consist of the multiple-choice objective types question. The Prelims are of qualifying nature, and the marks scored in Paper-II are not counted for the Mains exam. Also, there is a provision for a negative marking of 0.25 marks in the following recruitment examination.



2.Mains Examination (Mains): 

Candidates who will qualify the Preliminary examination will be counted as eligible for the Mains examination. The main examination will be conducted for 11 to 12 times to the number of vacancies available for the recruitment cycle and it includes a written examination consisting of six merit-based papers.



3.Personality Test (Interview): 

Candidates who qualify the Mains examination are called for an interview, which is intended to assess their personality, knowledge, and suitability for a career in the Assam Civil Services.

Candidates should note that the APSC prelims, mains and interview exam pattern is different from one another. Meanwhile, the total marks for the APSC prelim exam are set as 400 marks whereas the APSC mains and interview marks are kept as 1775.

  1. So, we can say that, after joining the service, all newly recruited individuals would be paid a monthly wage ranging from Rs. 22,000 to Rs. 30,000.
  2. At present, the grade pays ranges from Rs. 9400 to Rs. 13,300, and this payment structure is based on the 7th Pay Commission.
  3. Also, the income would be increased in accordance with the state government of Assam’s guidelines, including the time-to-time increment and promotions.
  4. Officers of the Assam Public Service Commission currently get an in-hand salary of approximately Rs. 65,000 after joining the service.



Perks and Allowances for APSC Officers

In addition to the basic salary structure of Assam Public Service Commission, Common Competitive Examination (APSC CCE) officers, numerous numbers of allowances and benefits are provided per month based to the officers, based on their position, according to the rules and regulations of the state.

The various types of Allowances and benefits, that are provided to the APSC CCE officers are:


Dearness Allowance (DA), Travel Allowance (TA), Medical Allowance, House Rent Allowance (HRA), Leave Travel Concession (LTC), Accommodation, Insurance, Pension and Gratuity and some Other Benefits respectively.



Career Growth and Promotions in APSC

The Assam Public Service Commission, service shall consist of the following types of classes and cadres based on the years of continuous service.


1.Junior Grade

Posts equivalent to and included in the cadre are:


Under Secretary to the Government, Sub-Divisional Officer (Civil), Sub-Divisional Officer (Sadar), Assistant Commissioner, Election Officer, Circle Officer/A.S.O, Circle Officer (A), Deputy Director, P&RD, Deputy Director, WPT&BC, Deputy Director, Sports & Youth Welfare, Deputy Director, AASC, Deputy Director, Municipal Administration, OSD Assam Bhawan/Assam House New Delhi, Liaison Officer Assam Bhawan/Assam House New Delhi, Administrative Officer, Nazarat Branch, Secretariat, Collector GMC.




2.Senior Grade II

Posts equivalent to and included in the cadre after the completion of 6 Years of continuous service in ACS are:


Deputy Secretary, Joint Director, of Panchayat & Rural Development, Joint Director, of Sports and Youth Welfare, Joint Director, of Welfare of Tea and Ex-Tea Garden Tribes, Joint Director, of AASC, Joint Director, Welfare of SC, Additional Director, Land Acquisition, Requisition & Reforms, Additional Director of Land Records, Principal, Assam Survey & Settlement Training, Sr. Research Officer, Revenue Department, Additional Director of Survey, Editor in Chief of District Gazetteer.




3.Senior Grade I

Posts equivalent to and included in the cadre after the completion of 12 Years of continuous service in ACS are:


Joint Secretary, District Commissioner/DDC, Chief Executive Officer, Zilla Parishad, Trade Adviser & Director of Movements, Principal Controller of Examination, APSC, Director Official Language Implementation, Chief Valuation Officer, Director Organization and Methods, Director of Small Savings, Director of State Lotteries, Director of Manpower, Addl. Commissioner, Guwahati Municipal Corporation.




4.Selection Grade/Senior Grade – I 

Posts equivalent to and included in the cadre are:


Secretary, Assam State Election Commission, Secretary, Assam Public Service Commission, Secretary, Assam State Information Commission, Director of Municipal Administration, Director of Food & Civil Supplies, Director of Employment and Craftsmen Training, District Commissioner/DDC, Director of Cultural Affairs, Director of Tourism, Addl.
